Officially: Russia found guilty of shooting down flight MH17 in Donetsk region.

ICAO Council accuses Russia of downing flight MH17
The International Civil Aviation Organization (ICAO) has determined that the Russian Federation is responsible for the downing of flight MH17 in 2014, violating international law. This decision was made during the review of the case initiated by the Netherlands and Australia.
Dutch Foreign Minister Stef Blok emphasized the importance of establishing the truth in this matter and noted that the next steps would be legal compensation and negotiations with Russia.
Dutch Foreign Minister Stef Blok: 'This verdict is an important step towards justice and accountability for all MH17 victims and their relatives.'
ICAO to pursue legal compensation
The ICAO Council demands that Russia enter into negotiations with the Netherlands and Australia to resolve this matter, ensuring a transparent and effective compensation process. According to international law, countries must not use weapons against civilian aircraft in flight, thus Russia's actions violated the Chicago Convention.
Dutch Foreign Minister: 'This verdict is a clear signal to the international community about the inadmissibility of violating international standards and the prohibition of impunity for military actions against civil aviation.'
The ICAO Council's decision was supported by the majority of its members. In the future, discussions are planned regarding the implementation of legal compensation mechanisms and preventing similar situations in the future.
