Zelensky initiated a major review of the MSEC system due to disability fraud.


Abuse in the system of medical and social expertise in Ukraine
At a meeting of the National Security and Defense Council of Ukraine, facts of abuse in the system of medical and social expertise were reviewed. President Volodymyr Zelensky announced the discovery of numerous violations by officials in disability registration.
Security agency leaders, such as the head of the SBU Vasyl Maliuk and Interior Minister Ihor Klymenko, reported cases of fraudulent disability registrations among civil servants.
The president supported the Council's decision to reform the medical and social expertise system. Key changes include full digitalization of the process for undergoing medical and social expert commissions, strengthening control over the declarations of MSEC members, and reviewing unreasonable decisions regarding officials' disability status.
Additionally, an audit of pension calculations is planned, and legislation changes are to be introduced for the urgent reform of the medical and social expertise system in Ukraine.
Zelensky instructed Prime Minister Denys Shmyhal to take necessary measures at the level of central executive bodies, including personnel decisions. The president also emphasized the importance of political responsibility of the Prosecutor General for the situation in the prosecutor's offices.
