A marketplace for state procurement for the country's recovery has been opened in Ukraine.


The Ministry of Community and Territorial Development has presented a new organization - the Centralized Procurement Organization (CPO) of the Recovery Agency.
According to the Ministry's statement, the government approved a resolution to create the CPO in April of this year, which will coordinate the procurement of goods and services. This includes construction, operational maintenance of roads, and the development of project documentation.
'The CPO is truly a marketplace for state procurement in the recovery sector. It is responsible for the efficiency and trust of international and Ukrainian companies that want to participate in the recovery process of Ukraine. This is very important for the new philosophy of the country's recovery,' noted the Head of the Recovery Agency, Serhiy Sukhomlyn.
The CPO will conduct procurements for regional recovery services of the Agency, as well as provide services to other customers in the construction sector. This includes local governments, regional military administrations, and state enterprises.
The CPO has the following key principles:
- A unified approach: the centralization of procurement allows for the consolidation of the process of purchasing goods and services, simplifying it and obtaining better conditions.
- Ready-made solutions: the CPO creates standard documents, standardized approaches, and templates for evaluation, reducing the number of mistakes and simplifying the process.
- Clear role distribution: the CPO conducts the tender, but contracts and fund management remain with the recovery service, helping to avoid conflicts of interest.
- Transparency: all procurements are public, conducted through the Prozorro system and ensured by a supervisory board with international participation.
- Community support: the CPO provides comprehensive support in the implementation of construction projects for any community or customer.
- Openness to business: the CPO offers the conclusion of framework agreements for several years for Ukrainian and international companies, allowing them to plan their activities and invest in reconstruction.
The concept of the CPO has been developed in collaboration with the European Union Anti-Corruption Initiative in Ukraine (EUACI).
