The USA proposed a clear plan to end the war in Ukraine: Reuters on concessions and security guarantees.


American envoy Steve Witkoff presented his proposals for ending the Russia-Ukraine war to European officials. According to Reuters, this document is the 'final proposal' from the United States and contains four main sections: ceasefire, security guarantees for Ukraine, territorial issues, and economic conditions.
Regarding the ceasefire, the document establishes a permanent truce, after which both sides will hold technical negotiations on implementing the agreements.
Concerning security guarantees for Ukraine, it is noted that a special group of European states and other countries will provide Ukraine with 'reliable security guarantees' at Ukraine's request. At the same Time, Ukraine is not seeking to join NATO, but may continue its move toward the EU.
As for territorial issues, the document recognizes Russia's legal control over Crimea and de facto control over the Luhansk region, as well as certain parts of the Zaporizhia, Donetsk, and Kherson regions. At the same time, Ukraine must regain territories in the Kharkiv region.
The document also proposes that Ukraine restore control over the Zaporizhia Nuclear Power Plant through American management and administration of the facility. Ukraine will also have control over the Kakhovka Dam and continuous access along the Dnipro River and control over the Kinburn Spit.
Regarding economic conditions, the USA and Ukraine will establish economic cooperation and agreements on minerals. Ukraine will receive full reconstruction and financial compensation, while sanctions against Russia will be lifted. Additionally, the document anticipates Russian-American economic cooperation in the energy and other industrial sectors.

The USA's proposals for ending the war aim to ensure a permanent truce and guarantee security for Ukraine. They also address territorial issues and provide a basis for economic cooperation between the USA and Ukraine. Ukraine will gain benefits and compensation for war-related damages.
