Billion Loans for Housing: Interim Results of the 'eOselya' Program.


Nearly 1000 Ukrainian Families Received Housing Loans
In 2025, under the eOselya affordable mortgage program, 951 Ukrainian families received housing loans totaling over 1.7 billion UAH. This was reported by the Deputy Minister of Economy of Ukraine Andriy Telyupa.
'Since the implementation of the eOselya affordable mortgage program, nearly 15.8 thousand Ukrainians have received loans for their own housing totaling over 25.8 billion UAH. The eOselya program allows all Ukrainians who want to improve their living conditions to get loans on favorable terms. In particular, military personnel and law enforcement officers, medics, educators, scientists, and their family members can benefit from a 3% interest rate. For all other citizens, the interest rate is 7%,' noted Andriy Telyupa.
Last week, 95 Ukrainians received housing loans totaling 172 million UAH. Of these, 35 loans at 3% were received by military personnel and security forces, 6 loans were received by medics, and 3 loans were received by educators. Loans at 7% were received by 40 Ukrainians without their own housing, 10 veterans, and 2 combat participants.
The most loans were issued in Kyiv (29), Kyiv region (28), Odesa region (8), Volyn, Poltava, and Rivne regions (4 each). In terms of property type, 41 Ukrainian families received loans for first sales housing, of which 11 properties are under construction. Additionally, 54 loans were issued for housing in the secondary market.
