Large-scale reconstruction of Ukraine: projects worth UAH 4.5 billion approved.


As part of the third stage of the Ukraine Recovery Program, 131 projects worth a total of UAH 4.5 billion have been approved.
According to the Ministry of Community and Territorial Development, these initiatives will be implemented in communities across four areas:
- energy resilience of communities: 37 projects worth UAH 1.1 billion,
- modernization of water supply and sewage infrastructure: 68 projects worth UAH 2.0 billion,
- reconstruction of medical institutions: 21 projects worth UAH 1.1 billion,
- construction of housing for internally displaced persons: 5 projects worth UAH 0.3 billion.
The implementation of the approved projects will begin shortly. The total execution period is 18 months, and objects related to the energy resilience of communities must be completed by the beginning of the heating season - October 2025.
The selection of projects was conducted by the Expert Working Group at the Ministry of Development, consisting of representatives from relevant ministries, associations of local government bodies, civic and anti-corruption organizations. This approach ensured both transparency and a high level of expertise in decision-making regarding funding.
All processes - from application submission to monitoring implementation - were carried out through the digital ecosystem DREAM, which allows for effective data management, tracking the progress of implementation, controlling the use of funds, and ensuring their targeted allocation.
During the evaluation, special attention was paid to the comprehensiveness, effectiveness of the projects, as well as their compliance with regional and local development strategies. Communities were involved at all stages - from application submission to participation in the work of the expert group. Each community had the opportunity to justify the importance of its project for local residents.
Among the examples of approved initiatives in the direction of energy resilience are the reconstruction of the centralized heating supply system in the city of Zaporizhia with the installation of gas-piston cogeneration units, the reconstruction of the boiler house in the city of Mykolaiv, as well as the modernization of the power supply system of four boiler houses in Zhytomyr with the installation of modular cogeneration units.
In the direction of modernization of water supply and sewage, among the selected projects are the capital repair of a water tower in the village of Shevchenkove in Sumy region, reconstruction of sewage treatment facilities in the city of Derhachi, Kharkiv region, reconstruction of the water supply system in Mykolaiv, construction of a water supply system in Podhorodnoye, Dnipropetrovsk region, and reconstruction of the sewage collector in Kherson region.
In the field of health care, approved projects include the reconstruction of the surgical building of the hospital in Konotop, capital repair of the building of Kryvyi Rih City Hospital No. 7, and repair of the hospital in the village of Velykooleksandrivka. For internally displaced persons, projects for the reconstruction of buildings for dormitories in the city of Dnipro, the town of Sofiivka, and the village of Tomashivka in Cherkasy region will be implemented.
In total, within the framework of the third stage of the Ukraine Recovery Program, 453 project applications were submitted from 235 communities worth a total of UAH 19.27 billion. The government has already decided to allocate an additional EUR 100 million to scale up the initiative. A new selection is expected later this year.
