Compensation for Damaged Property: How to Properly Submit an Application.


Due to Russia's full-scale aggression, thousands of Ukrainians find themselves in a difficult life situation - their homes have been destroyed or seriously damaged. The state responded by implementing the 'eRecovery' program, which allows for compensation for damaged or destroyed real estate.
The Ministry of Community Development and Territories and the Ministry of Justice explain how to submit an application and receive assistance. The conditions for receiving compensation and who has the right to it are also outlined.
Who is entitled to compensation?
Applications can be submitted by Ukrainian citizens over the age of 18 who are owners of damaged property. It is important to have ownership documents in the State Register of Rights to Real Estate.
Article 9 of the Law of Ukraine 'On Compensation for Damage and Destruction of Real Estate' establishes priority rights to compensation for certain categories of persons, as well as a list of those who are not eligible for compensation.
In what cases is compensation provided?
Compensation is provided for housing that has been damaged as a result of hostilities after February 24, 2022, and located in non-occupied territory.
To receive compensation for damaged apartments in multi-apartment buildings, common areas must be in normal condition.
How to submit an application?
Applications for compensation can be submitted online or in person through the Administrative Services Center or a notary.
Where to seek additional assistance?
In addition to state mechanisms, a claim can be submitted to the International Register of Damages, established jointly by Ukraine and the EU. Details of registration and compensation will be determined by the future compensation mechanism.
